None of my browsers will download files

All the browsers ( Internet Explorer, Firefox, Google Chrome and so on) on my laptop/desktop got this problem, In Google I find many people with this problem for all sites, but no solutions, when I have the dreaded “file contained a virus and was deleted” virus. Since i can’t download anything, how do i resolve this problem safely? I can
